The National Economic Empowerment Fund Limited (NEEF) is a government owned Microfinance Institution whose mission is to economically empower ordinary and underserved Malawian (particularly women, youth, and persons with disability) through the provision of quality, affordable and sustainable
microfinance services for better health.
Following the approval of the Functional Review and the rolling out of the same, NEEF invites internal applications who are suitably qualified, mature, ambitious with a passion for results, respect for ethics and hands-on experience to fill the following vacant positions:
Valuation Manager (Grade NF3)

The Valuation Manager will report to the Director of Credit Management and shall be responsible for providing strategic direction for NEEF valuation and collateral management services, ensuring accurate assessments of assets and protecting the capital adequacy requirements from secured lending as per regulatory requirements.
Key Duties and Responsibilities.
- Leading in the development, review and implementation of collateral policies, plans, budgets and strategies.
- Providing technical support and direction to all valuation personnel in the Valuation Services Division and Zones to enhance their operational effectiveness.
- Certifying valuation reports produced by NEEF valuation officers
- Advising Executive Management on emerging collateral matters to ensure well informed decision-making.
- Monitoring internal valuers in the verification of the ownership and geographical validity of properties pledged as collateral
- Monitoring and promoting compliance with NEEF policy regarding collateral valuation to ensure that the value of pledged assets aligns with the loan amounts requested.
- Facilitating confiscation of properties in cases of loan default by maintaining accurate records on loan repayment trends for each client.
- Overseeing the safety and security of properties confiscated by the recovery department, ensuring they are handed over to property valuers for protection.
- Issuing and reviewing the guidelines for the disposal process for confiscated properties, ensuring compliance with NEEF policy during transactions.
- Safeguarding the integrity of property records by ensuring that all information is securely maintained and protected from tampering.
- Collaborating with legal services department in adjudication processes involving collateral to ensure compliance with regulatory standards.
- Training both valuation and non-valuation lending personnel in collateral processes to increase knowledge among the officers.
- Preparing and submitting periodic reports to both internal and external stakeholders.
Qualification and Experience
- Master’s Degree in Property Valuation, Real Estate Management, Land Economics, Surveying and Land Management or a related field obtained from institutions accredited by NCHE.
- Certified by the Land Economy Board.
- Registered Valuer with the Surveyors Institute of Malawi
- Five (5) years of working experience, with at least 3 year
