Temporary Development Officer (Maternity Leave Cover)

Our mission is to promote and protect abroad the values, interests and economic well-being of
Ireland and its people. We do this under the political direction of our Ministers, through our staff
at home and through our Embassy network abroad.
The Embassy’s role is to deepen bilateral political relations between Ireland and Lilongwe; serve the
needs of Irish citizens; strengthen trade, tourism and investment between our countries and support
the socio-economic development through a targeted development cooperation and trade programme.
The Embassy wishes to recruit a Temporary Development Officer to provide Maternity Leave cover on
a fixed-term contractual basis. The Temporary Development Officer will support the oversight and
implementation of our development cooperation and trade portfolio.
The Temporary Development Officer will report to the Deputy Head of Mission. The Temporary
Development Officer will provide high quality technical support to the Embassy’s diverse development
cooperation programme, including our agriculture/climate action, gender, governance, and private
sector development initiatives. The Temporary Development Officer will ensure the highest standards
in the implementation of Ireland’s international development policy priority areas through grant
management, project design, monitoring, evaluation and learning.
Overview of Role
- Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025 in the region, and the Embassy’s annual Business Plan.
- Support grant management functions including engaging with partners on behalf of the Embassy and involvement in field trips and monitoring.
- Develop and maintain a filing and information management system relevant to the needs of the Irish Aid programme.
- Ensure compliance with the Standard Approach to Grant Management. The scope of this work includes capturing photos and images related to the Embassy’s work, assisting with documenting and collecting case studies and filing these for retrieval and use.
- Assist with preparation of files for any possible audits.
- Support the Embassy’s communication’s work that will promote the Embassy’s work and visibility in various formats.
- Participate as needed in all relevant internal and external meetings and events including coordination sessions, technical discussions and partnership meetings.
- Work across and with the Embassy team to ensure a coherent and joined up approach to our annual business plan and overall strategy.

Essential requirements candidates must be able to demonstrate:
- Candidates must have a degree in a relevant subject.
- Candidates must have at least 2 years programme experience working with government, nongovernment or donor agencies in developing countries.
- Candidates must be fluent in English and Chichewa.
- Candidates must show through demonstrating work based examples of strong familiarity with
the political, economic and development context in Malawi and with responses of
government, donors and non-governmental organisations. - Candidates must demonstrate using examples of their familiarity with the key principles and
practice of effective aid management and delivery. - The candidate must provide evidence of flexibility, efficiency and effectiveness showing strong
organizational skills, attention to detail, able to work under pressure and to manage multiple
tasks. - The candidate should provide examples of being solutions-oriented, and committed to
delivering results, including by adapting approach if necessary. - The candidate must demonstrate using work based examples of providing excellent
interpersonal skills, being persuasive, working in a team but also dealing effectively with
people in external organisations. - The candidate must demonstrate using examples, their working knowledge of Microsoft
Office Suite (Outlook, Word, Excel). - The successful candidate must have a legal entitlement to live and work in Malawi prior to
recruitment.
