PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the Job

To manage the Authority’s procurement services

Key Duties and Responsibilities 

  1. Developing and reviewing of the Authority’s procurement and disposal of assets policies, strategies, manual, annual procurement plans/work plans, disposal plans and budget.
  2. Planning, organizing, directing and coordinating implementation of procurement services.
  3. Mobilizing of resources for operations in respect of procurement programs.
  4. Procuring goods/works and services in liaison with user Directorates and in accordance with the Authority’s Guidelines, Public Procurement Act and Development partners procurement regulations.
  5. Preparing Tender Documents, Request for Proposals (RFP), Request for quotations (RFQ) Pre-qualification and contract documents and administer procurement contracts
  6. Coordinating the preparation of Procurement Notices for advertisement with the media.
  7. Organizing and coordinating opening of Tenders and Proposals.
  8. Carrying out duties as Secretary for all Evaluation and IPDC Meetings and providing technical advice.
  9. Preparing bid evaluation reports for forwarding to IPDC for approval and/or records.
  10. Coordinating inspection of goods and equipment supplied.
  11. Conducting contract administration for goods, works and services.
  12. Preparing timely reports and submitting relevant reports to PPDA and Development partners.
  13. Advising the IPDC, Directorates, Divisions and Sections on all matters relating to procurement.
  14. Liaising with government and relevant Development partners on issues affecting procurement of
  15. Sourcing quotations and preparing Comparative sheets for quotations. (RFQ)
  16. Carrying out research on market trends on key product prices, availability and suppliers.
  17. Conducting performance rating and supplier appraisal for all suppliers of goods and services.
  18. Building the capacity of the Procurement Division at all levels.
  19. Supervising and appraising staff

PERSON SPECIFICATIONS

Minimum Qualifications and Work Experience

  • A Bachelor’s Degree in Procurement and Supply Chain Management, Logistics or Business Administration with CIPS Professional Diploma or University Degree in Engineering with CIPS Professional Diploma
  • At least five (5) years post qualification experience in procurement and supply chain management in a busy organization
