1.0 Job Title: Finance and Administration Officer
Location: Lilongwe
Reports To: Finance and Administration Manager
Supervises: Support Staff (e.g., Office Assistants, Drivers, Guards)

Purpose of the Position
The Finance and Administration Officer plays a vital role in ensuring the integrity, accuracy, and transparency of financial records, compliance with policies, and efficient administration of day-to-day office functions. The role supports budgeting, reporting, procurement, human resources, and general administration in line with organizational and donor guidelines.
Key Responsibilities
- Financial Management
- Prepare financial documents including payment vouchers, journal entries, and reconciliations.
- Manage financial transactions including accounts payable, accounts receivable, and general ledger entries.
- Facilitate and review monthly bank statements and ensure proper reconciliation.
- Capture financial data accurately and in a timely manner using accounting software (e.g., QuickBooks or Sage).
- Maintain up-to-date and organized financial records and files.
- Budgeting and Forecasting
- Assist in the preparation and development of project and organizational budgets.
- Support financial forecasting processes to inform program and operational decisions.
- Monitor and track budget implementation to ensure adherence and alert management of variances.
- Financial Reporting
- Assist in the preparation of monthly management accounts and financial reports.
- Support both internal and external audits by preparing and availing necessary documentation.
- Compile and submit timely donor financial reports in collaboration with project teams.
- Compliance and Risk Management
- Ensure adherence to all financial regulations, policies, and donor requirements.
- Monitor and follow up on staff advance liquidations to ensure timely submission and reconciliation.
- Ensure compliance and timely remittance of statutory deductions including PAYE, pension, fringe benefits, MASM, and TEVET levy.
- Track and ensure submission of timesheets by staff in accordance with internal guidelines.
Key Administrative Responsibilities
- Office Management
- Oversee the day-to-day operations of the office, including procurement of supplies, maintenance of equipment, and general facilities management.
- Ensure effective record keeping and filing systems for both physical and digital records.
- Human Resources Support
- Provide support in HR processes such as onboarding of new employees, conducting staff orientation, and managing personnel records.
- Support benefits administration and ensure staff welfare processes are implemented properly.
- Procurement and Logistics
- Manage procurement processes in line with organizational policies including purchasing, tendering, quotation sourcing, and contract management.
- Maintain a supplier database and ensure procurement compliance with donor and internal procedures.
- Ensure timely and cost-effective procurement and delivery of goods and services.
Key Qualifications and Experience:
- Bachelor`s degree in finance, Accounting, Business administration or related field.
- Professional certification like ACCA, ICAM(Optional)
- Minimum of at least 3 years in finance and administration roles.
- Experience in using accounting package preferably QuickBooks

2.0 Position Title: Livelihood Project Officers (2) – Girls Get Equal Project
Location: Mulanje and Phalombe
Reports To: Thematic Lead- Agriculture, Environment and Climate Change
About GGE
Girls Get Equal is a multi-country project aimed at increasing resilience and making sure the adolescents and young women exercise their rights. The five year project is funded by NORAD and in Malawi it will be implemented by a consortium of Plan International, Point of Progress and Creative Centre for Community Mobilization (CRECCOM).
Summary of position
The Project Officer will take charge the implementation of the project activities under the strategic guidance of the program manager. The officer ensures the day-to-day running of the project related matters, including visibility of the project, information sharing and monitoring. He/she will contribute to the execution and assurance of project success. He/she will work collaboratively with all team members but most closely with Thematic Lead for Agriculture, Environment and Climate Change. The officer will be required to work in a changing and dynamic environment with multiple priorities and pressing demands.
Key Responsibilities
Project Implementation and Coordination
- Facilitate the implementation of all livelihood-related activities within the project sites, ensuring alignment with project goals and donor expectations.
- Support the identification and engagement of adolescent girls and young women in economic empowerment and entrepreneurship programs.
- Oversee the formation and operationalization of VSLAs, value addition groups and youth vocational skills groups, ensuring compliance with Point of Progress’ standards and best practices.
- Mobilize communities and facilitate the formation and strengthening of youth savings groups, cooperatives, and producer groups.
- Promote climate-resilient agriculture, agribusiness, and other sustainable income-generating activities among project participants.
- Ensure effective integration of livelihood programming with SRHR, gender equality, and climate resilience themes.
Capacity Building and Technical Support
- Organize and deliver trainings on financial literacy, entrepreneurship, vocational skills, and value addition tailored for AGYW.
- Provide technical backstopping to AGYW-led enterprises and youth groups.
- Mentor and support youth champions, peer educators, and community facilitators involved in livelihood interventions.
Monitoring, Evaluation, Learning, and Reporting
- Participate in the development and application of monitoring tools and data collection to track progress against indicators.
- Conduct regular field visits to provide oversight, collect feedback, and ensure quality implementation of project activities.
- Contribute to monthly, quarterly, and annual reports by compiling relevant data, success stories, and lessons learned.
- Support documentation of innovations, best practices, and case studies for learning and scaling.
Stakeholder Engagement and Networking
- Work in close coordination with district government departments (Agriculture, Youth, Gender, Community Development) and local leaders to promote project ownership and alignment.
- Represent the project in relevant district-level forums and consortium meetings.
- Support collaboration with local CSOs, vocational training centers, microfinance institutions, and private sector actors to expand opportunities for AGYW.
Project Visibility and Accountability
- Promote visibility of the project through community events, field days, and communication materials.
- Ensure proper accountability and efficient use of project resources, including financial and material support.
Requirements

- Bachelor’s degree in agricultural economics, agronomy and crop science, development studies or other related fields.
- Minimum of 3+ years of experience in direct implementation of livelihood projects (preferably agriculture extension and Cash based interventions)
- Extensive experience in community participation and consultative-implementation methods.
- Flexibility to adjust to new implementation practices and new strategic guidance as per the changing political environment.
- Ability to work independently with minimal supervision and be self-driven
- Good facilitation, analytical, planning and report writing skills
- Experience in community engagement and mobilization exercises

About CHOICE
Comprehensive Health Options through Innovative Community Engagement (CHOICE) is a multi-country project aimed at increasing bodily autonomy, agency, and enjoyment of Sexual and Reproductive Health and Rights (SRHR) by those experiencing poverty, marginalization, and vulnerability, particularly women, girls and adolescents. Global Affairs Canada funds the seven-year project and in Malawi it will be implemented by a consortium of Oxfam, Point of Progress, Village Reach, and Centre for Alternatives for Victimized Women and Family Planning Association of Malawi.

Key Responsibilities

- Facilitate the overall implementation of the CHOICE project in Lilongwe District, ensuring that project goals and objectives are met.
- Organize and strengthen community SRHR structures (e.g., youth clubs, peer educator groups) to ensure their effective participation in the planning, implementation, monitoring, and evaluation of project interventions.
- Facilitate regular community dialogues on SRHR, ensuring meaningful community involvement and ownership throughout the project lifecycle.
- Supervise and provide technical support to SRHR community facilitators and existing SRHR structures.
- Ensure integration of contextualized economic empowerment interventions that strengthen SRHR access, particularly among AGYWs and ABYMs.
- Collaborate and network with key stakeholders including government departments, traditional leaders, CSOs, and other implementing partners in Lilongwe District.
- Ensure proper accountability of financial and material resources allocated to the project.
Capacity Building
- Facilitate capacity-building trainings and mentorship for youth, women, and other target groups on SRHR within the project impact areas.
- Strengthen the capacity of community structures to sustain SRHR interventions beyond the life of the project.
Monitoring, Evaluation, and Reporting
- Conduct regular monitoring and evaluation of project activities to assess progress, impact, and areas needing improvement.
- Contribute to the development and application of tools for data collection and performance tracking.
- Compile and submit timely and accurate project reports monthly, quarterly, biannual, and annual in line with donor and organizational requirements.
- Document success stories, lessons learned, and case studies for learning and visibility.
Communications and Visibility
- Promote visibility of the CHOICE project./ at community and district levels through relevant materials, events, and platforms.
- Contribute to the production of communication content (e.g., newsletters, brochures, social media updates).
Requirements
- Degree in Public Health, Epidemiology, Health systems, Social Science or other related fields.
- Engagement with youth-led NGO’s, networks, clubs, youth champions, and leaders.
- Demonstrated experience on working with Adolescent SRHR and Gender Equality and coordination with government institutions
- At least 3 years relevant experience in an international NGO or similar organization
- Experience in facilitating training, mentorship and development of tools is a strong asset
- Have a clear understanding of rights-based framework and gender equality; familiar with child rights programming
- Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work

4.0 Position Title: Child Rights and Protection Project Officer – Girls Get Equal 2.0
Location: Phalombe / Mulanje Districts
Reports To: Project Manager / Thematic Lead – Child Rights, Human Rights, and Governance
Purpose of the Position:
The Project Officer – Girls Get Equal 2.0 will be responsible for the day-to-day planning, implementation, monitoring, and reporting of project activities aimed at promoting gender equality, girls’ empowerment, and protection of children’s rights at district level. S/he will work closely with stakeholders including schools, local government, community structures, and youth networks to ensure that the project achieves its objectives in line with Plan International’s values, policies, and strategic priorities.
Key Responsibilities
- Project Implementation and Coordination
- Facilitate the implementation of all project activities at community, school, and district level according to the work plan.
- Support the mobilization of community structures and duty bearers in promoting gender equality and youth participation.
- Facilitate awareness campaigns and community mobilization sessions on gender equality, girls’ rights, and child protection.
- Coordinate capacity-building sessions for youth groups, community leaders, school clubs, and other relevant structures.
- Engage with school authorities to strengthen safe learning environments and promote girl-friendly practices.
- Promote inclusive programming that addresses the specific needs of girls, young women, and marginalized groups.
- Stakeholder Engagement and Representation
- Establish and maintain strong collaboration with government departments (Education, Gender, Youth, Social Welfare), CSOs, and traditional leaders.
- Represent the project in relevant district-level coordination meetings, technical working groups, and community forums.
- Build strong relationships with youth clubs, mother groups, school authorities, and child protection committees.

- Capacity Building and Mentorship
- Support the capacity building of community-based structures including youth networks, child protection committees, and school clubs.

Key Qualifications and Experience:
- Bachelor’s Degree in Social Work, Development Studies, Community Development, Education, Gender Studies, or related fields.
- At least 2–3 years of experience implementing child rights or gender equality-focused projects.
- Knowledge of Malawi’s child protection, education, and gender policies.
- Experience working with children, adolescents, and community-based organizations.
- Strong facilitation, community mobilization, and interpersonal skills.

5.0 Position Title: Thematic Lead – Health and Nutrition
Location: Lilongwe
Reports To: Head of Programs and Advocacy / Executive Director
Purpose of the Position:
The Thematic Lead – Health and Nutrition will be responsible for the strategic leadership, program development, resource mobilization, coordination, advocacy and technical oversight of the Health and Nutrition portfolio within the organization. This position plays a critical role in directing the Health and Nutrition Directorate, ensuring that interventions are high-quality, evidence-based, and aligned with national policies and international best practices.
Key Responsibilities
- Strategic Leadership and Program Development
- Lead the development, implementation and review of the Health and Nutrition strategy.
- Provide health technical guidance to program teams and partners in line with national and international standards.
- Ensure that health and nutrition interventions are integrated into broader organizational programming.
- Technical Support and Quality Assurance
- Provide high-quality technical support during program design, implementation, monitoring, and evaluation.
