The Malawi Bureau of Standards (MBS) is a statutory organization established in 1972 by an Act of Parliament (Cap 51:02) with a mandate to promote standardization of commodities and their manufacture, production, processing or treatment and to provide for the verification and calibration of weighing and measuring instruments: and further to provide for matter incidental to or connected with standardization.
The MBS is inviting applications from suitably qualified and interested persons to fill the following vacancies:

Job Title: Deputy Director of Finance
Grade: BS4
Reporting to: Director of Finance
Section: Financial Accounting
Responsible for: Senior Accountants

Job Purpose
To ensure that the Bureau’s financial accounting records are properly maintained.
Key Roles and Responsibilities
1. Overseeing operations of the finance division to ensure it is effective and efficient in making payments to suppliers of goods, services and statutory payments while ensuring that expenditure returns are produced on time;
2. Initiating the review and maintenance of sound management systems including ensuring adherence to
established rules, policies and regulations on financial matters;
3. Monitoring and controlling expenditure to ensure that appropriate action is taken by management to curtail any foreseeable negative impact on the Bureau operations;
4. Processing payments according to established approval procedure, ensuring that payment requisitions are properly supported and authorized and that statutory and all other payment as required are made on a timely basis;
5. Ensuring that relevant and right taxes are deducted and remitted to the revenue authorities within the set timeframes;
6. Ensuring that effective internal financial controls are implemented in liaison with all stakeholders;
7. Ensuring that all, payments are duly sanctioned by IPDC and have supporting documents;
8. Monitoring Bureau’s daily bank balances;
9. In collaboration with the Director of Finance ensuring that suppliers are paid timely;
10. Preparing annual budgets and work plans for the department;
11. Maintaining books of accounts effectively to fulfil the requirements for management decision making reporting and external audit;
12. Processing payments according to the established approval procedure ensuring that payment requisitions are properly supported and authorized and ensure that statutory and all other payments are required on a timely basis;
13. Providing information and assistance to internal or external Auditors in times of audit activities;
14. Conducting performance appraisals for staff of the department.
Required Academic Qualifications and Experience
The applicant should possess:
1. Masters’ Degree in Accountancy or professional qualification in Accounting/ Finance such as ACCA or
CIMA; plus
2. At least 4 (four) years post ACCA or CIMA qualification experience;
3. Must be a member of the ICAM.

Job Title: Human Resource Management Officer

Responsible for : Senior Assistant Human Resource Management Officer

Job Purpose
To provide policy guidance in human resource issues for the effective and efficient delivery of services.
Key Roles and Responsibilities
1. Administering the performance management process and providing direction on management of outcomes;
2. Administering performance and reward management systems, processes and in accordance with code of conduct in a way that ensures legal, consistence and fair reward for performance and discipline of staff;
3. Developing and maintaining Human Resource record systems in accordance with current employment
legislation;
4. Coordinating and managing the Bureau’s pension, medical and other insurance policies;
5. Administering salaries and submitting monthly, quarterly and annual payroll progress reports;
6. Mentoring and supervising sectional staff through provision of feedback to ensure that staff achieve the highest level of performance;
7. Handling all disciplinary matters for staff;
8. Handling workers’ compensations;
9. Preparing Personal Emoluments Budget Estimates;
10. Interpreting and implementing staff Terms and Conditions of Service;
11. Managing leave days for the members of staff;
12. Developing and updating Job Descriptions in liaison with Heads of Departments or Divisions;
13. Processing and shortlisting application letters for employment;
14. Coordinating and handling of industrial relations matters.
Required Academic Qualifications and Experience
The applicant should possess:
1. Bachelor’s Degree in Human Resource Management or related field;
2. At least 3 years in the human resource field.
3. Be a member of a HR professional body such as IPMM.

Job Title: Assistant Human Resource Management Officer

Job Purpose
To ensure that human resource management activities are done according to goals objectives of the Malawi Bureau of Standards.
Key Roles and Responsibilities
1. Maintaining staff records and preparing quarterly staff return;
2. Processing staff recruitment selection, placement and deployment;
3. Interpreting, implementing and enforcing staff terms and condition of service;
4. Initiating matters relating to confirmation in appointment, retiring etc;
5. Participating in the overall administration of pension benefits plan in liaison with pension fund trustees;
6. Updating job descriptions for health position in liaison with Heads of Departments;
7. Shortlisting job applications;
8. Updating staff records;
9. Providing secretarial duties during interviews;
10. Preparing and updating leave rosters for all members of staff;
11. Implementing measures to adhere to the strictest health, safety and hygiene standards;
12. Participating in training needs analysis;
13. Supervising Registry Clerks;
14. Appraising performance of staff under charge.
Required Academic Qualifications and Experience
The ideal candidate should possess:
1. Diploma in Human Resource Management
2. At least 3 years’ experience at human resource management.

Job Purpose
To provide electrical engineering services.

1. Examining, repairing and servicing faulty electrical equipment in the Bureau;
2. Ensuring then availability of spare parts in variety and quantities adequate for continuous operation of all electrical systems;
3. Managing all tasks of electrical installations;
4. Testing all electrical equipment before installation;
5. Generating reports to Management for all maintenance activities.
Required Academic and Professional Qualifications and Experience
The applicant should possess:
1. Diploma in Electrical Engineering with 2 years’ practical experience in similar filed; or
2. Grade 1 City and Guilds Certificate in Electrical Engineering with 2 years’ experience in similar field.

Job Purpose
To provide administrative support services.
Key Roles and Responsibilities
1. Serving visitors by greeting, welcoming and directing them appropriately;
2. Notifying company personnel of visitors’ arrival;
3. Maintaining security and telecommunications systems;
4. Informing visitors by answering or referring inquiries;
5. Directing visitors by maintain employee and departmental directories;
6. Answering and addressing incoming calls in a timely and polite manner;
7. Receiving, sorting and distributing mail/deliveries;
8. Providing basic and accurate information in person and through phone or email;
9. Booking meetings;
10. Ensuring reception area is tidy and presentable with all necessary stationary and materials eg pens, forms and brochures;
11. Maintain office security by following safety procedures and controlling access via the reception desk (monitor logbook);
12. Provide excellent customer services;
13. Scheduling appointments;
14. Maintaining visitors’ logs.
Required Academic Qualifications and Experience
The applicant should possess:
1. Malawi School Certificate of Education plus
2. A minimum of two years’ practical experience in front office operations.
