PROJECT BACKGROUND

The Building Systems and Linkages for a comprehensive Multi National Lung Cancer Control Program (BSL-MLCCP) Project is a multiyear project that is supported by the Bristol Myers Squibb Foundation under the Global Cancer Disparities Initiative and the Multinational Lung Cancer Control Program (MLCCP). This program is being implemented by the Facilitators of Community Transformation (FACT) in collaboration with Malawi Ministry of Health and the Malawi National Cancer Centre. The main goal of the BSL-MLCCP project is to improve access to early diagnostic services for lung cancer by addressing the barriers of cancer care through working with communities and the Ministries of Health in Mzuzu and Lilongwe. The project will be targeting Lilongwe and Mzimba districts in the first phase with potential of scaling up to additional districts in successive phases. FACT is now inviting applications for the following positions to fulfil the goals and mission of the project.

1.0 M&E and IT Manager

 

The M&E and IT Manager will be diectly reporting to the Program Director with the following responsibilities.

  • Establishing the on-going monitoring and evaluation system

  • Ensuring that M&E plan such as updating indicators, baseline and targets upon the receipt of information from technical studies and in-take surveys

  • Providing monitoring and evaluation training of staff and Partners

  • Ensuring program Key Performance Indicators are met

  • Ensuring optimum data use and demand amongst Senior Programme Coordinators;

  • Preparation and presentation of M&E progress reports at all monthly, quarterly and annual project appraisal/review meetings with management, stakeholders (MoH TWGs etc) and donors.

  • Consolidating monthly, quarterly, semi-annual & annual programmatic reports;

  • Supporting cancer registry data entry staff in management of the databases/Cancer Registry and support routine maintenance as needed to ensure data integrity and security;

  • Mentor and supervise the Field Officers, Data entry staff and Nurses in data collection and entry to ensure accuracy

  • Develop IT systems to streamline data collection and analysis procedures

  • Promote fast access to real time epidemiological data and/or information;

  • Review data for inconsistencies or abnormalities that could skew analytical results;

  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions at each district (Mzimba and Lilongwe);

  • Work with Ministry of Health M&E teams in identifying data synergies with existing data platforms.

  • Conduct impact assessments to evaluate the project’s long-term effects

  • Identify potential risks and challenges that may affect project outcomes. Develop mitigation strategies and contingency plans.

  • Participate in all research projects, thus support development of study proposals and protocols in collaboration with the Program Director

  • Participate in the training of data collectors/enumerators for all studies to be carried out under the lung cancer program

  • Design data collection tools where necessary;

  • Conduct regular field visits to ensure proper data collection procedure, quality of data collected and to verify the accuracy of the reported data;

  • Organizing and overseeing data quality audits, verifications and spot checks; Manage data capturing, analysis and reporting;

  • Oversee the use of new electronic data collection methods;

  • Support staff in maintenance and upgrading of all IT software requirements for efficiency of the programs

    1. Job Requirements.

  • Bachelor’s degree in Information Technology (IT), computer science or any related field;

  • A Post Graduate qualification in M&E and Project Management is an advantage with atleast 5 years post qualification experience working in MEAL.

  • A very proficient IT specialist, with ability to manage high volume dashboards, and IT software development

  • Ability to troubleshoot and rectify minor computer problems

  • Strong analytical and data management skills, including proficiency in data analysis software;

  • Ability to train, coach and mentor supervisees;

  • Ability to manage multiple projects and deadlines;

  • Ability to demonstrate leadership, interpersonal skills and team work orientation with sensitivity to ensure cultural diversity;

  • Ability to work flexible schedules and to travel to project sites as needed

  • Ability to sustain excellent relationships with external partners and stakeholders;

2.0 Field Officers (2 positions Lilongwe and Mzimba)

 

The filed officer will be the project liaison between Program team, community and health facility personnel. Below are the key responsibilities of the FO. This position will be directly reporting to the Program Director.

    1. Responsibility

  • Carrying out routine supervision and support program implementation in the target districts

  • Enrolling study participants and create awareness of the study

  • Supervise enumerators for data collection and provide training

  • Carry out project oriented research duties, report writing, development of study protocols and design methodologies/implementation strategies

  • Create awareness and demand for Lung Cancer screening within the communities through implementation of population targeted interventions

  • Implement lung cancer case finding initiatives in liaison with health facility staff

  • Support the cancer centre activities such as deployment of palliative care services whenever necessary

  • Ensure follow up with beneficiaries of the project to reduce service access challenges

  • Work with cancer centre Multi-Disciplinary Teams (MDT) and project nurses in all lung cancer care centres within their catchment areas

  • Carry out Epidemiology mapping to understand and determine high risk populations wherever necessary to promote targeted interventions

  • Consolidate activity reports and donor reports

  • Develop and implement project oriented acceleration plans to meet targets and objectives

  • Support the organisation in all clinical interventions to add value to the project goals

    1. Job Requirements.

  • At least a Diploma in clinical Medicine

  • Must be practising and certified with medical council of Malawi with not less than 5 years practical experience

  • In possession of a motorcycle licence, if not must be willing to obtain one in a short period

  • Have a better understanding of Non Communicable diseases in Malawi, such as cancer

  • Demonstrate leadership abilities within on ongoing engagements.

  • Experience working with the Ministry of Health at a district level, DHMT and district research committees.

  • Strong analytical skills, and ability to use computer software such as ODK, Microsoft excel and word packages.

  • Ability to train, coach and mentor supervisees;

  • Ability to work flexible schedules and to travel to project sites as needed

  • Ability to sustain excellent relationships with external partners and stakeholders

3.0 Project Nurse (2 positions, Mzimba and Lilongwe)

 

The nurse will be stationed at the cancer centre and will report to the Program Director and the Chief Nursing Officer at the respective duty station. Their roles will include

    1. Responsibilities

  • Conduct comprehensive physical assessment to monitor the patients’ conditions, including vital signs, symptoms related to cancer and treatment side effects, and overall need being.

  • Administer chemotherapy drugs, radiation therapy and other cancer related medications according to physicians orders, closely monitoring for potential complications.

  • Provide detailed information about patients cancer diagnosis, treatment options, potential side effects, and self care practices to promote informed decision making.

  • Offer compassionate care, listening to patients’ concern, addressing emotional needs, and providing support to patients and their families through out the cancer journey.

  • Collaborate with health care professionals like acologists, ration therapist, social workers and dietician’s to coordinate a comprehensive treatment plan.

  • Assess and manage symptoms like pain, fatigue and anxiety through appropriate interventions. Develop a discharge plan to ensure patients have the necessary support and information to manage care at home.

  • Participate in clinical research studies and contribute to quality improvement initiatives related to cancer care.

3.2. Job Requirements.

  • At least a Diploma in Nursing

  • Must be practising and certified with Nurses and Midwives Council of Malawi with not less than 5 years practical experience

  • Have a better understanding of Non Communicable diseases in Malawi, such as cancer

  • Demonstrate leadership abilities within on ongoing engagements.

  • Experience working with the Ministry of Health at a district level, DHMT and district research committees.

  • Ability to train, coach and mentor supervisees;

  • Ability to work flexible schedules and to travel to project sites as needed

  • Ability to sustain excellent relationships with external partners and stakeholders

4.0 Data Entry Clerks (2 positions, Mzimba and Lilongwe)

 

The Data Entry Clerks will be stationed at the cancer centres, their roles will primarily be centred on management of the cancer registry in documenting cases data and securing project information as necessary. The detailed responsibilities for the data entry clerks are below;

    1. Job Responsibilities

  • Carrying out Data Input: Accurately typing data from various sources like forms, spreadsheets or scanned documents into designated database or software.

  • Conducting Data Verification: Double checking entered data against source documents to identify and correct errors.

  • Data Formatting: Organizing and structuring data according to established guidelines.

  • Ensure proper File Management: Maintaining digital files and records, including proper labelling and archiving.

  • Data cleaning: Identifying and removing duplicate or inconsistent data.

  • System Update: Updating database with new information as needed.

  • Reporting: Generate reports based on entered data as required.

4.2. Job Requirements.

  • At least a Diploma in computer sciences or equivalent qualifications with not less than 6 years’ experience in data entry work.

  • Knowledge of the Ministry of Health’s digital data management systems.

  • Demonstrate leadership abilities within on ongoing engagements.

  • Ability to train, coach and mentor supervisees;

  • Ability to work flexible schedules and to travel to project sites as needed

  • Ability to sustain excellent relationships with external partners and stakeholders

5.0 Receptionist/Administrative Assistant (Lilongwe)

The Receptionist/Administrative Assistant will serve as FACT receptionist and provide administrative support to the Finance and Administration Manager as well as other departments when needed. She/ he will provide excellent customer service while maintaining discretion and confidentiality.

    1. Job Description

  • Professional greet and direct visitors to appropriate staff members.

  • Answer and route incoming phone calls, taking messages when necessary. Manage incoming and outgoing mail, including distribution and delivery.

  • Maintain a clean and organized reception area.

  • Maintain office supply inventory and order replacements as needed.

  • Effective communicate with staff at all levels to ensure smooth office operations.

  • Coordinate meetings and events by scheduling rooms and preparing agendas.

  • Assist with project management tasks as assigned.

    1. Job Requirements

  • Diploma in Business Administration preferred with minimum of 5 Years experience in an area related to office administrative support.

  • Professional and excellent service abilities required.

  • Excellent skills in the areas of organization, attention to detail, time management, ability to manage multiple tasks, define and set priorities and problem solve.

  • Ability to take initiative with projects to work both independently and as a team member.

  • Excellent verbal and written communication skills.

  • Proficiency in Microsoft Office (Outlook, Word, Excel).

6.0 Driver/Logistics Officer (Lilongwe)

The Driver and Logistics Officer will be responsible for overseeing the fleet and transportation needs of the main office. In addition he/she will provide logistical support to help ensure the smooth and efficient operation of the assigned locations. Fleet management duties include providing and/or arranging transportation for FACT Staff and guests in timely, safe and responsible manner. The Driver/Logistics Officer ensures FACT Vehicles are routinely serviced, maintained in a clean and tidy manner.

    1. Logistics Responsibilities.

Provide logistical support for site meetings, trainings and events.

  • During field travel, work with site staff to ensure site locations are accessible to staff and visitors, fully operational and secure.

  • Procure, manage and secure site equipment, goods, and assets. Manage stock supplies and maintain inventory list.

  • Regularly inspect site equipment and provide as needed clearing and maintenance to ensure they are in proper working order.

  • Provide support for related administrative and operational functions as directed.

  • Oversee the organizations vehicle fleet, including maintenance servicing and compliance with safety regulations.

  • Conduct routine vehicle inspections coordinate, maintenance activities and ensure vehicles are in optimal working condition.

    1. Required Qualifications

  • A certificate in Logistics or supply chain management, administration or related field.

  • A clean Class C drivers licence with not less than 5 years’ experience as a driver and understanding of Fleet management basics

  • Ability to collect and analyse data.

  • Ability to maintain accurate records.

7.0 Office Assistant (Lilongwe)

  • Assist with photocopying, filling and organizing documents.

  • Receive and distribute incoming mail and packages

  • Ensure timely and accurate delivery to respective departments.

  • Assist in monitoring and replenishing office supplies.

  • Run errands and Facilitate delivery of documents between offices and external partners.

  • Maintain organized filling systems for documents and records.

  • Ensure confidentiality and security of sensitive information.

  • Carry out general cleaning of the office

    1. Education Experience

  • MSCE with not less than 5 years’ experience as a messenger/office assistant of a busy office

  • Willingness to learn and take new responsibilities.

  • Basic written and verbal communication skills

  • Ability to follow instructions and communicate effectively.

  • Ability to multitask and prioritize tasks

  • Dependable and punctual with strong work ethic
