Job Description for Finance Officer at Youth Wave

JOB TITLE: Finance and Administration Officer

OVERALL JOB PURPOSE: Providing the overall financial management oversight, ensuring efficient and effective financial management and control to ensure that Youth Wave delivers its strategic objectives

REPORTS TO: The Executive Director

SUPERVISOR TO: Administration officer Administration Assistant and Finance Assistant

Key responsibility areas and associated tasks:

Managing staff in the finance department so that all staff perform are able to fulfil their responsibilities

  • Participation in post design, recruitment and selection including the induction of staff
  • Effective delegation, support and follow up
  • Maintaining a motivated and effective team

Carrying out Financial planning procedures

  • Working with and facilitating budget holders in development of their budgets
  • Ensuring donor formats and conditions are complied with in the budget preparationprocess
  • Preparing the Consolidated budgets for Youth Wave by end of each Financial year ensuring the are signed by the board and filed
  • Preparing the Cash flow forecasting for the projects and the organization as a wholesubmitting to Executive director at least every three months
  • Participating in development and implementation of organizational strategies (including Financial sustainability strategy) providing all necessary information timely

Providing oversight in processing transactions and books of accounts ensuring internal controls are adhered to:

  • Reviewing cash books listing in accounting system as entered by the finance officer
  • Reviewing and recommending for approval of activity budgets and other payment requests
  • Reviewing the payment vouchers by the finance Assistant ensuring segregation of duties is followed as much as possible
  • Ensuring the advances management processing is administered based on laid down procedures

Maintaining proper books of account and supporting documents

  • Ensuring the cash and bank transactions are captured in the appropriate books and fixed assets, stocks, debtors, creditors are properly accounted for and records are up to date
  • Carrying out cash and bank reconciliations to ensure accuracy
  • Carrying out frequent data back-ups for all financial information.
  • Maintaining proper physical files and computer files and folders to enable easy retrieval of information by the organisation and others

Producing accurate, useful and timely reports

  • Reports for budget holders, senior management, Board, donors and beneficiaries
  • Budget Versus Actual report prepared timely submitted to budget holders and
  • Arranging for monthly financial review meetings
  • Ensuring the audits for both projects and organization are timely done.

Ensuring good team work and cooperation between finance and programme.

  • Participation in regular project management meetings
  • Ensuring programme staff are trained in relevant aspects of financial management

Qualification, skills and Experience

  • Degree in Accounting/Finance or Equivalent qualification with 3 years continuous working experience
  • Must be proficiency in QuickBooks accounting software
  • Excellent Computer skills with high proficiency in Microsoft excel
  • Good analytical and reporting skills.
  • Excellent interpersonal and communication skills
  • Strong ability to be able to manage and prioritise multiple tasksExperience in training and developing Finance staff
  • Experience in managing donor grants including USAID, FCDO and World Bank and other donor agencies.
