Malawi Bureau of Standards

The Malawi Bureau of Standards (MBS) is a statutory organization established in 1972 by an Act of Parliament (Cap 51:02) with a mandate to promote standardization of commodities and their manufacture, production, processing or treatment and to provide for the verification and calibration of weighing and measuring instruments: and further to provide for matter incidental to or connected with standardization.

The MBS is inviting applications from suitably qualified and interested persons to fill the following vacancies:

Job Title: Deputy Director of Finance

Grade: BS4

Reporting to: Director of Finance

Section: Financial Accounting

Responsible for: Senior Accountants

Number of posts: One

Job Purpose

To ensure that the Bureau’s financial accounting records are properly maintained.

Key Roles and Responsibilities

1. Overseeing operations of the finance division to ensure it is effective and efficient in making payments to suppliers of goods, services and statutory payments while ensuring that expenditure returns are produced on time;
2. Initiating the review and maintenance of sound management systems including ensuring adherence to
established rules, policies and regulations on financial matters;
3. Monitoring and controlling expenditure to ensure that appropriate action is taken by management to curtail any foreseeable negative impact on the Bureau operations;
4. Processing payments according to established approval procedure, ensuring that payment requisitions are properly supported and authorized and that statutory and all other payment as required are made on a timely basis;
5. Ensuring that relevant and right taxes are deducted and remitted to the revenue authorities within the set timeframes;
6. Ensuring that effective internal financial controls are implemented in liaison with all stakeholders;
7. Ensuring that all, payments are duly sanctioned by IPDC and have supporting documents;
8. Monitoring Bureau’s daily bank balances;
9. In collaboration with the Director of Finance ensuring that suppliers are paid timely;
10. Preparing annual budgets and work plans for the department;
11. Maintaining books of accounts effectively to fulfil the requirements for management decision making reporting and external audit;
12. Processing payments according to the established approval procedure ensuring that payment requisitions are properly supported and authorized and ensure that statutory and all other payments are required on a timely basis;
13. Providing information and assistance to internal or external Auditors in times of audit activities;
14. Conducting performance appraisals for staff of the department.

Required Academic Qualifications and Experience

The applicant should possess:

1. Masters’ Degree in Accountancy or professional qualification in Accounting/ Finance such as ACCA or
CIMA; plus
2. At least 4 (four) years post ACCA or CIMA qualification experience;
3. Must be a member of the ICAM.
