The Finance Officer is responsible for financial and operations aspects of the project including budget development and monitoring, compliance, procurement and logistics. The Finance Officer will be based at Tovwirane head office at Mzimba Boma. The Finance Officer will report to The Finance & Administration Manager.

Roles and Responsibilities
• Supporting the monitoring of project financial performance, by providing necessary financial information and analysis, including implementation rate against indicators/results; detecting potential over/under expenditure problems and proposing remedial action
• Developing effective mechanisms for monitoring program and project budgets; coordinating compilation of financial data; and regularly providing accurate, up to date financial information to senior management
• Interpreting financial and procurement policies and procedures and providing training and guidance to staff and project managers
• Assisting in the management of programs budget, by budget formulation, controlling and monitoring expenditures
• Maintaining an effective financial recording and reporting system, internal controls and audit follow-up; and processing financial transactions in an accurate and timely way
• Timely preparation of all donor reports as required by the MOU.

Minimum Requirements
Diploma in Accounting, Finance or related field is required
Minimum of 2 years of progressive work experience in local or international NGOs
Experience and good working knowledge of USAID rules and regulations is required.
Demonstrated experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable and accounting for NGOs.
Knowledge of generally-accepted accounting, budgeting and fiscal control principles.
Relevant skills in automated accounting software systems such as quick books accountant and database spreadsheets.
Proficiency in Microsoft Office applications such as MS Word and MS Powerpoint, with expert knowledge of MS Excel.
Experience in building capacities in financial management for non-finance staff.
Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
Strong interpersonal, writing and oral presentations in English.
