For Project: Technical Assistance to the Energy Program (Wala Malawi)

That supports the modernisation and industrialisation of the economy of Malawi and of the electricity sector by implementing the necessary reforms and promoting private sector investments.

Our technical assistance supports the industrialization and diversification of the electricity sector by implementing reforms and promoting private-sector investment. Our assistance is part of a wider program called the Malawi Energy Program (Wala Malawi), a central component of the Team Europe Initiative, “Green Growth for Malawi,” which supports the resilient transformation of Malawi’s economy and energy systems.

Sample Activities

  • Ensure that effective and efficient policies and legal and institutional frameworks will improve access to energy as well as strengthen the coordination between energy agencies.
  • Enhance governance and strategic planning of investments in the national grid, including secured financing of high-priority projects.
  • Increase diversification and productive use of renewable energy with private sector participation.
  • Increase the participation of women and people with disabilities in the green and digital economies.

DAI is looking to recruit  Team Leader/Key Expert 1 Market reform expert (Replacement)

Team Leader

  • The function of Team Leader can be covered by any one of the three Key Experts.
  • The Team Leader will lead the Technical Assistance and design or adopt reform documents related to the finalisation of the energy sector restructuring requirements, including energy transition issues, and further improvement of the electricity market.
  • S/he will assist in revising or drafting policy documents and support capacity building and on-the-job training for key stakeholders. S/he will also coordinate and supervise all relevant project Outputs and Deliverables, in close cooperation with assigned experts and advisors, ensuring adherence to the work plan and the quality of Deliverables.
  • S/he will engage in relevant working groups and coordinating bodies to promote collaboration with key stakeholders and will work with staff and partners to integrate environmental requirements into activities.
  • S/he will also actively participate in cooperation with other EU-funded projects and other development partners-funded energy activities in the country.
  • The Team Leader will be responsible for planning, coordinating, and directing the activities of the project team to meet the intended objectives based on the Terms of Reference and ensure timely delivery of the project Deliverables.
  • The Team Leader will also be the liaison between the work of this project and that of other related projects currently ongoing in Malawi, whether implemented by the EU or by other international/local institutions.

Qualifications and skills

  • University degree in any of the following: Energy engineering, law, public policy, economics, business administration or similar.
  • An advanced university degree in engineering, law, public policy, economics or business administration or similar will be considered an advantage.

General professional experience

  • A minimum of 10 years professional experience in fields related to this contract.

Specific professional experience

  • At least 5 years of experience in providing capacity building and consulting in energy policy.
  • At least 5 years of professional experience in institutional, legal, and regulatory analysis in the energy sector. Demonstrated experience in analysing aspects of the electricity market restructuring.
  • Experience in institutional reforms in Sub-Saharan Africa may be considered as an asset (e.g. in areas such as energy sector transition, establishment of the electricity market, implementation of RE projects, development of market based RE supporting mechanism and energy transition).
  • In-country experience in Sub-Saharan Africa may be considered as an asset.

Starting date: ASAP

End of the project: January 2027

Input: around 397 working days (full-time)

Location: The place of posting is Lilongwe (mandatory)
