Project Background
The purpose of the Global Health Supply Chain (GHSC) program – Procurement and Supply Management (PSM) project is to ensure the uninterrupted supply of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Operational Support
- Systems Support
- Global Collaboration to Improve Long-Term Availability of Health Commodities.

We are currently seeking qualified professionals for the following positions:
JOB TITLE: Monitoring and Evaluation Specialist
JOB LOCATION: Lilongwe, Malawi REPORTS TO : The Country Director
Position Summary
The Monitoring and Evaluation (M&E) Specialist is responsible for overseeing implementation of the program’s monitoring, evaluation, and learning (MEL) plan and designing and populating the MEL system. The M&E Specialist will work with technical staff to oversee tools for data collection, storage, and analysis – training staff on MEL system operations and collection methods. S/he will perform data analyses, upload data to USG M&E platforms, generate reports of findings, and create graphics to contribute to reporting requirements and project communications products. S/he will also plan for and supervise intermittent performance evaluations, collect and disseminate lessons learned, and share successes during project implementation.
Principal Duties and Responsibilities
- Contribute to the development annual work plans and review the relevance of the MEL plan against these work plans.
- Support the development of the project’s MEL plan based on the indicators shared by the client and complete indicator reference sheets.
- Ensure program staff understand their data collection roles and responsibilities for the M&E system, ensuring that the MEL plan meets their requirements.
- Organize the collection of data in accordance with the MEL plan.
- Brief project staff on the rationale for each indicator and on data collection methods for accuracy.
- Ensure data quality and integrity by periodically Through employing data validation techniques.
- Identify and track reliable secondary (external) sources of data.
- Provide MEL data to the client in a timely manner.
- Compile and analyze relevant data on project indicators for contractual reports. Design and share databases, spreadsheets, and formatted reporting information.
- Maintain the MEL system, periodically evaluate its effectiveness, and adjust as necessary to provide the client and the project with accurate and useful data.
- Regularly communicate progress against targets to project staff.
- Perform additional duties as required.
Qualifications
- Advanced Degree in Statistics, Computer Science, Supply Chain Management, public health or related discipline
- Minimum of ten years’ experience preferably in work funded by USAID
- Strong knowledge and hands-on experience in M&E including experience in the use of USAID strategic information tools.
- Understanding of Malawi’s health supply chain and operating environment; good understanding of Malawi’s supply chain indicators.
- Ability to communicate effectively in a cross-cultural environment with multiple stakeholders and partners.
- Excellent computer skills, including using word-processing, PowerPoint presentations and spreadsheets.
- A proven ability to work as a part of a team but self-managing of own time, good interpersonal skills for building rapport with other project staff, MOH and other counterparts and strong
analytical and problem-solving skills - Proven ability to develop clear goals that are consistent with agreed strategies; identify priority of activities and assignments; foresee risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; use time efficiently
Level of Effort
This is a short-term/consultancy position, expected to require 10-15 days of work per month over 6-9 months.
