HUMAN RESOURCE CONSULTANCY VACANCY

Good Neighbors International (GNI) is a global humanitarian and development organization with
General Consultative Status with the United Nations Economic and Social Council (UN ECOSOC).
Headquartered in Seoul, Republic of Korea, GNI is committed to implementing community development projects in the areas of Health, Education, Water and Sanitation, Agriculture, and Social Welfare, including children’s rights advocacy, livelihood projects, and emergency response. To strengthen its human resources management framework, Good Neighbors International – Malawi seeks to engage a qualified and experienced Human Resources Consultant to lead the revision of a comprehensive HR policy that aligns with Malawian labor laws, international standards, and best practices in the NGO sector.

1.0 SCOPE OF WORK & RESPONSIBILITIES

The Human Resources Consultant will be responsible for:-

1.1 Reviewing & Strengthening Existing HR Procedures

  • Assessing current HR practices and identifying gaps.
  • Proposing improvements and innovative HR strategies to enhance organizational effectiveness.
  • Designing a structured, transparent, and legally compliant HR policy that covers key areas such as recruitment, performance management, staff development, compensation, benefits, disciplinary procedures, and workplace ethics.
  • Ensuring alignment with Malawi’s labor laws and international HR standards.

1.2 Staff Consultation & Policy Customization

  • Engaging with key stakeholders, including management and staff, to ensure the HR policy is relevant and practical.
  • Customizing policies to reflect GNI’s organizational culture, values, and mission.

1.3 Developing Implementation & Compliance Framework

  • Establishing guidelines for policy enforcement and compliance monitoring.
  • Providing recommendations for training programs to familiarize employees with the new policy.

1.4 Delivering Final HR Policy Document

  • Producing a comprehensive HR policy manual in a clear and structured format.
  • Presenting the finalized policy to GNI Board of Trustees for approval.

2.0 DURATION AND TIMELINE

Assignment Duration: 5 weeks including draft and final report spanning between March and April, 2025

Key Milestones:

Submission of Inception policy: 1st week

Submission of Draft policy: 3rd wee

Final Report and Presentation: 5th week

3.0 QUALIFICATIONS, SKILLS AND EXPERIENCE

The ideal consultant should have; –

  • Minimum of a Bachelor’s Degree (Master’s preferred) in Human Resources Management,
    Business Administration, or a related field.
  • At least 10 years of experience in HR policy development, HR consulting, or human resource management, preferably within the NGO or humanitarian sector.
  • Strong knowledge of Malawi’s labor laws, employment regulations, and international HR best practices.
  • Experience in developing HR policies, workforce planning, and organizational development.
  • Excellent analytical, communication, and report-writing skills.
  • Ability to engage stakeholders and conduct HR capacity-building initiatives.

4.0 REPORTING REQUIREMENTS

The consultant will report directly to the Administration Manager and will provide regular updates on progress. All reports should be submitted in English.

5.0 PAYMENT SCHEDULE

  • Payment will be made in Malawian Kwacha (MWK)
  • The consultant will be paid in installments upon the achievement of key deliverables, as follows:

i. 40% upon contract signing and submission of an inception report.
ii. 60% upon approval and final submission of the HR policy document

6.0 APPLICATION PROCESS

i. A detailed CV highlighting relevant experience.
ii. A technical proposal outlining the methodology and approach for policy development.
iii. A financial proposal specifying consultancy fees.
iv. At least three references from previous NGO consultancy work.

7.0 ETHICAL CONSIDERATIONS

The consultant must adhere to GNM’s code of conduct, ensuring confidentiality, informed consent, and respect for the dignity and rights of all participants. The consultant is also expected to comply with ethical guidelines relevant to consultancy and policy formulation
