RURAL COMMUNITY PROGRAM MANAGER
(Training and support to vaccination control community groups)
Position based in MALAWI
(Lilongwe district with regular trips to the zones of intervention in Central and Southern regions)
CONTEXT
Founded in 1980, Inter Aide is a humanitarian organization that specializes in the implementation of
development programs that aim to promote access for the most vulnerable to development. The programs
respond to specific, vital needs of local communities. Our principal objective is to reinforce the capacities of
vulnerable populations to allow them to improve the living conditions in their communities.
Inter Aide currently implements programs in 6 countries in Africa (Ethiopia, Malawi, Mozambique,
Madagascar and Sierra Leone), the Caribbean (Haiti) and Asia (India and the Philippines). Our interventions
cover several fields of rural development: water and sanitation (including services for the maintenance of
water points), agriculture and support to farmer’s organizations, community health (including the reduction
of child mortality, sexual and reproductive health) and primary education.
Inter Aide operates in Malawi since 1996. As of today, the NGO and its partners are running 8 different
programs in the fields of agriculture, child health, water supply, sanitation and maintenance in the Central
and Southern regions of the country.
The projects of support to smallholders’ farmers are implemented in two regions of the country (Central and
Southern). Their objective is to reinforce sustainable technical and organizational capacities of farming
families through 4 main components:
Support to agricultural production’s increase and diversification through creation of seed banks, the
implementation of dry season cultivation and agricultural advisory services,
Management of natural resources through reforestation programs and the revegetation of farms,
promotion of agro-ecological good practices, and improvement of soil fertility (compost,
agroforestry, …),
Support to small scale livestock by introducing animals (pigs, goats, rabbits) in the farms, promotion
of good practices for poultry breeding and vaccination against the Newcastle disease,
Support to community organizations by the constitution of farmers’ groups aiming at running
sustainable services for production activities and vaccination campaigns.
Vaccination activities were up to now part of the agricultural development programs, managed by two
project managers.
Because of its high potential of development and its geographical extension (3 districts), Inter Aide has
decided to launch a comprehensive program covering a wider area. For this reason, Inter Aide is currently
looking for a program manager who will be in charge of the poultry farming and reinforcement of the
vaccinator associations.
At present, 3 local farmer organisations perform chicken vaccination with a relative level of autonomy, but
they still need to be encouraged and supervised. The extension plan requires additional associations to be
created which will require more monitoring.
RESPONSIBILITIES
The poultry program manager will be based in the district of Lilongwe, Central Malawi. His/her main
responsibilities are the following:
1. Coordinate the implementation of the vaccination services against Newcastle disease (main
mortality cause of the rural chickens by supporting local organizations He/she will have to supervise
3 annual campaigns of vaccination benefiting to nearly 18,000 farmers families,
2. Work towards the sustainability of these services through :
a. the progressive empowerment of the community associations of vaccinators on operational,
technical and financial aspects,
b. the support to the vaccines supply chain both at local and national levels
3. Coordinate and support the geographical extension of the vaccination services in new areas,
which includes collaboration with communities and local authorities, identification and training of
additional vaccinating farmers and organization of the vaccines supply chain.
Moreover, the project officer will be in charge of:
– The management, evaluation and reinforcement of the local team, composed of an assistant and
field facilitators working in 3 districts,
– Monitoring the activities (with regular trips on the field, in Central and Northern Malawi),
– Establishing and maintaining the link and the communication between the different stakeholders of
the project (local associations, local and national authorities, Ministry of agriculture, suppliers, other
NGOs, etc.,
– The operational follow-up of the program (development of tools, mapping, data compilation and
analysis) and the monitoring and evaluation in order to assess the impact,
– The planning, reporting and financial management (budgets, funds request, , accountancy, …),
– The regular financial and operational reporting to the finance officer based in Versailles.
REQUESTED PROFIL
– A university degree
– First professional experience required, preferably in a developing country
– Capacity to support local partners (ability to listen, to be diplomatic and to transfer responsibilities
to others)
– Rigorous approach, good sense of organization excellent relationship building and negotiation skills
– Mobility, interest and aptitude for field work, flexibility, dynamism
– Fluent in English in order to be confident in dealing with local authorities and institutions working in
the agriculture sector
Conditions of employment
– Limited-duration contract for the first 6 months as a volunteer, and then open ended contract as an
employee
– Moral commitment of 2 years expected
– Net pay of 1,133 € per month (13 months a year) + living allowance
– Social security + repatriation insurance + annual return airfare
– Couple status (accompanied post) can be considered for this position
