National Water Resources Authority
The National Water Resources Authority (NWRA) is a statutory organization established by the Water Resources Act of 2013 with a specific function to regulate and manage water resources. Furthermore, the NWRA seeks to ensure the sustainable use of water resources and address the water resources planning, development and management challenges.
In its effort to sustainably manage water resources, the NWRA seeks to recruit energetic, highly motivated, focused and result-oriented individuals to form part of its NWRA members of staff. Purpose of the Job
To provide corporate planning and research services through development, implementation and supervision of policy planning and research activities; and monitoring organization performance.
Key Roles and Responsibilities
- Providing leadership in the formulation of strategic and business plans including the setting of performance and service standards, development of programs and monitoring their implementation
- Developing and implementing relevant performance management and reporting systems to track corporate performance and strategy implementation
- Making input into policy formulation for the Authority and providing leadership in the formulation of medium to long term development policies and strategies
- Spearheading the generation of authority’s annual Revenue figures such as Gross Domestic Product to form the basis of its budget ceilings.
- Ensuring that Board’s plans, programs and budgets are prepared and approved based on priorities and achieves value for money within the resources allocated to each Department/Division.
- Ensuring proper interpretation and forecasting of short term social economic shocks and their implications and effects on the Authority in order to achieve sound economic management of the Board.
- Evaluating service delivery all the Authority’s Departments and Divisions from time to time and highlighting areas of attention to top management in a timely manner and submitting comprehensive reports with proper recommendations for improvement.
- Identifying and driving relevant organizational development programs and initiatives to drive organizational excellence by coordinating the development of performance management systems, targets and monitor and evaluate performance.
- Providing leadership in projects development and in assessing projects and programs based on viability and established policy and where necessary provide project management support to the authority’s water resource management development Department
- Developing business plans and conducting project planning and appraisals.
- Directing and supervising members of staff in the Planning Research, M&E Division, defining their responsibilities, administering performance management system and allocating them tasks to gain effective and efficient achievement of work programs.
- Participating in and engaging with potential Authority Donors and stakeholders.
- Coordinating authority’s development and investment programs
- Attending to complaints and queries related to matters of his/her Division.
- Monitoring and evaluating adhoc operational plans.
- Any other duties relevant to the post
Minimum Qualification and Experience
- Bachelor’s Degree in any of the following: Social Science/Economics, Business Administration, Statistics, Strategic Management or any related field from a recognized University
- Minimum of four (4) years experience at Planning Level.
