Repair and Maintenance Programme Officer-To be based in Kasungu District

JOB PURPOSE

Pump Aid Beyond Water is seeking a highly skilled and entrepreneurial individual to fulfil a new role within the organisation: Programme Officer (Professionalized Repair and Maintenance) Beyond Water is a social impact programme established by the NGO Pump Aid. It is implementing an innovative and fast growing Professionalized Repair and Maintenance (PRM) Programme in Central Malawi. The PRM programme is developing ground-breaking work in the area of sustainable management of community water handpumps and is working closely with and supporting initiatives developed by the Ministry and Water and Sanitation as well as active NGO partners in the rural water supply area.

Beyond Water’s PRM approach aims to introduce competent management and improved financing for community handpumps in order to improve functionality and access to water.

Beyond Water acts as a service provider for repair and maintenance services and targets water points under our management through a contractual obligation at 95% functionality. This will ensure that communities continue to access safe drinking water without interruptions consequently preventing WASH related infections such as cholera, COVID-19 and Polio.

Key role (s)

  • Facilitate user-fee collection between water point committees and Beyond Water
  • Ensure successful implementation and supervision of community-based water point repair and maintenance of hand pumps in the target areas.
  • The incumbent will also be mandated to do community capacity building in water supply, sanitation, operation and maintenance
  • Participate in mobilization of WASH resources
  • Ensure implementation is done in close collaboration with District Councils through the District Water office and other related offices, Program staff, the local community and stakeholders.
  • Management of supply chain i.e spare parts
  • Ensure that Beyond Water contractual agreements on R&M (95% functionality rate, 3- day repair period) are being met within agreed conditions and timelines.

Main Responsibilities

The incumbent will be responsible to identify and assess the key needs of WASH facilities and services to engage and develop an appropriate implementation strategy to rehabilitate or repair water of points.

Program

  • Facilitate direct agreements between water point committees and Beyond Water with guidance from the district council.
  • Work with Area mechanics and well diggers to design and identify repair and maintenance of all hand pumps in the community.
  • Facilitate awareness and engagement meetings with ADCs, local leaders and chiefs regarding user fee collection and contract signing
  • Design and plan activities on construction/rehabilitation and repair of water supply and sanitation and ensure timely implementation.
  • Supervise repair and rehabilitation of water and sanitation facilities in line with Malawi

Government guidelines and policies.

  • Liaise with the communication officer in production of case studies and project documentaries.
  • Support assessments and assist in proposal development for additional resources for water supply, sanitation and hygiene interventions
  • Any other relevant responsibility as may be assigned by the Supervisor.

M&E and Reporting

  • Write monthly, quarterly, semi- annual reports and assist M&E officer on data collection.
  • Support the implementation of electronic/mobile data collection and management processes through coaching and mentorship exercises to area mechanics.
  • Conduct periodical reviews, monitoring and evaluation of repair and maintenance in line with project indicators and standards.
  • Provide regular reports on water supply and sanitation activities and program progress against work plan and program activities including donor reports according to donor requirements.

Coordination and Collaboration

  • Co-ordinate and network with Beyond Water District Sales Representatives, Sales Agents and other relevant stakeholders, Community Based Organizations in providing water services to the communities.
  • Liaise directly with communities, and community structures on water supply and sanitation issues as well as other agencies
  • Under the guidance of the Project Manager, contributes towards strengthening of integration of WASH programming with the key sectors.
  • Represent the organization at the district level by attending district coordinating team meetings, district executive meetings and other relevant meetings.

Qualifications

  • Degree in Environmental Health, Public health, Community Development, Water Resources Management, Civil Engineering or related any other field.
  • A minimum of Three years experience in water point repair and maintenance systems.
  • Ability to ride a motorbike and possession of motorbike license will be an added advantage.

Required Experience & Competencies

  • Marketing skills essential for engaging with water point committees to come up with direct agreements for repair and maintenance with Beyond Water.
  • Strong skills in managing of water supply and sanitation facilities.
  • Experience in community engagement approaches, participatory approaches and community negotiation
  • Excellent verbal and written communication skills
  • Strong interpersonal skills and ability to establish and maintain effective working relations with a team
  • Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities
