Eagles Relief and Development Programme (EAGLES) exists to support vulnerable rural communities in Malawi and beyond to become self-reliant, resilient and holistically transformed, with the ability to identify their own problems, find lasting solutions, take actions and have an improved standard of living. EAGLES mission is to mobilise and
empower local churches and communities to take responsibility for their own development, collaborate with others and work together to achieve lasting and holistic change.

We recognise and mobilise local churches and communities as agents of their own transformation, rather than mere passive recipients of aid. Eagles is thus committed to helping communities in Malawi to Break the Cycle of Dependency in line with the Malawi
Government National Resilience Strategy. Attitude and mindset change is critical to the attainment of this goal. EAGLES holds the view that every community in Malawi has its “five loaves and two fish”, i.e. locally available resources that can and must be deployed as a platform for sustainable community development.

In partnership with various agencies, EAGLES implements development initiatives in thematic areas of Climate Change and Disaster Risk Management; Food, Nutrition and Economic Security; Community Health, and Church and Community Transformation.

Eagles programs and activities are coordinated and implemented through its regional and field offices in Mzuzu, Lilongwe, Balaka, Dedza, Chikwawa, Zomba and Head Office in Blantyre.

In furtherance of these objectives, EAGLES seeks to recruit a capable and suitable individual to fill the position of Programme Manager in the organisation. The Programme Manager post is based at EAGLES Head Office in Blantyre and reports directly to the Executive Director.

This is an open-ended contract, subject to performance.

Job Summary:

Overall, the Programme Manager will…

    • provide overall programmatic leadership and oversight of all project teams, and will be responsible for the successful management of all EAGLES programs and projects ensuring that all such programs and projects are well designed and are
      all efficiently and effectively implemented, in line with EAGLES strategy and all donor-agreed project documents.
    • ensure that project deliverables are achieved and sustained, and that the expectations of various stakeholders such as communities, donor partners, EAGLES Board, Government and others are met and even exceeded. Key deliverables include ensuring quality programming and budget management, ensuring demonstrable results and impact.
    • be responsible for ensuring cohesive team management of all project teams, supervise and enhance individual and team performance, enhance project quality in line with best practices as well as ensuring good coordination of all programs and projects within EAGLES and externally with stakeholders.
    • ensure safeguarding practices are employed and mainstreamed throughout all EAGLES programs and projects.

Specific duties and responsibilities will include the following:

    • Facilitate EAGLES strategy envisioning and implementation across all programs and projects.
    • Facilitate the planning and design of EAGLES projects and programs with relevant stakeholders.
    • Monitor and evaluate all projects in collaboration with the Monitoring, Learning and Evaluation Manager to determine the extent of progress towards realization of goals and determine needed corrective action.
    • In conjunction with the with the Monitoring, Evaluation and Learning Manager, compile and provide regular donor and organisational program and project narrative reports and updates regularly [monthly, quarterly and annually] as well as regular situation reports that are timely and that meet the information requirements of donor partners, EAGLES and other stakeholders and agencies.
    • Oversee, guide and direct all program staff and promote awareness and practice of EAGLES values of integrity, continuous learning and improvement, and servanthood among others.
    • Facilitate the development of proposals and organizing fund-raising activities including stakeholder consultations for project development coordination and partnerships building.
    • Ensure sound risk management and mitigation across all projects and programs and ensure appropriate mitigation measures are developed and implemented.
    • Ensure safeguarding practices are employed throughout the projects supply chain and projects implementation.
    • Liaise, network and collaborate with relevant stakeholders at all levels, including government, donors, churches, CSOs and community level leadership in the planning and implementation of the project activities as well as develop partnerships with the private sector towards uplifting the lives of the most vulnerable in the country.

Candidate Qualifications and Experiences

    • A Master’s Degree in relevant discipline, including community development, agriculture, social science, or other related field.
    • Committed Christian with high moral values and great character.
    • Candidates with solid scriptural understanding of integral mission will have an added advantage, due to the occupational requirement to envision churches and church leaders for integral mission (addressing people’s needs holistically).
    • Significant program and project management experience in managing teams and complex, multi-sectoral donor-funded programs and projects, including programs and projects funded by the EU, FCDO, Scottish Government, and USAID.
    • Proven track record in managing projects in various thematic areas such as food, nutrition and economic security, disaster response programming and disaster risk reduction and management, with experience in church and community transformation processes being an added advantage.

Candidate Specifications and Skills

    • High levels of integrity and professionalism with zero tolerance against fraud and corruption.
    • Commitment to excellence as well as to personal & organisational learning, growth and development.
    • At least five years’ experience in resource mobilisation including developing successful proposals.
    • Knowledge, skills and experience in staff supervision and proven ability to lead and motivate people.
