PSI is in the process of establishing a new branch office in Malawi after supporting PSI/Malawi Trust for 28 years – to achieve full financial and operational independence as a deeply rooted Malawian-owned, governed, and managed organization. The new PSI branch office will continue to collaborate and provide technical assistance to PSI Malawi in the implementation of HIV, Malaria, and SRHR programming to address social norms in Malawi. Sub-awards Finance Coordinator (Re-advertised) 

Reporting to the Sub -awards Finance Manager, the Sub-awards Finance Coordinator shall support the sub-award life cycle management, monitor and report on all sub-awards and sub-contracts for compliance with donor agreements, awards, approved budgets, and work plans and specific donor and PSI requirements. Specifically, the Coordinator will be required to perform the following duties and responsibilities; 

  • Review sub-recipient’s proposal, deliverables and budgets, and budget notes for compliance with PSI and donor-specific requirements. Prepares Sub-award Selection and Negotiation memo. 
  • Conduct pre-award assessments (due diligence) of potential sub-recipients
  • Drafts sub-award agreements/modifications and submit to Sub Awards & Finance Manager for review.
  • Conduct sub-award expense review, monitors sub-award expense vs. budget, Review sub-award financial reports, prepare financial review checklist, and management letter, and submit a sub- award payment request for processing.
  • Conduct sub-award advance and liquidation reconciliation.
  • Prepare sub-award monthly, quarterly, semi-annual, and annual and ad-hoc reports and submit them for review by the Sub Awards & Finance Manager.
  • Maintain an updated filing and documentation of sub-awards lifecycle.
  • Conduct monitoring and supportive supervision visits to all subs including their partners to ensure there is compliance with PSI, donor, and other legal administrative requirements and regulations when engaging with downstream partners.
  • Prepare for partners’ TWG/sub-committee meetings
  • Arrange and coordinate preparation for monthly and quarterly site visits. Drafts site visit reports.
  • Draft sub-awards section work plans
  • Track and update the sub-recipients monitoring plans
  • Track, identify, and updates the risk register for the section and sub-recipients
  • Scan and attach all project and sub awardees documentation in QBE as and when required
  • Coordinate internal and external sub-award audits
  • Prepares sub-award closeout documents and ensures full financial closure of sub-awards during close-out.

Qualifications, Knowledge, Abilities, and Skills 

  • Applicants must have first a Degree in Accountancy or Finance with 3 years post qualification experience in donor-funded projects, or, in the final stage/level of ACCA or CIMA with 2 years post qualification experience in donor funded-project 
  • Must be familiar with financial management for public health or, the NGO sector.
  • Must be knowledgeable with sub-award grants management.
  • Must have a thorough understanding of different donor requirements and procedures.
  • Must have excellent oral, and written interpersonal communication skills.
  • Must be a result-oriented, effective team player.
  • Must have experience managing audits.
  • Must be literate with QBE and Microsoft excel computer skills.
