PSI Malawi is affiliated with Population Service International, a Washington DC-based non-governmental and nonprofit making organization. PSI Malawi’s mission is to support low-income and at-risk Malawians to lead healthier lives through the provision and promotion of quality products and services, in line with the Government of Malawi’s goals. To accomplish its mission, PSI Malawi is inviting applications from suitably qualified candidates to fill the position of Procurement Officer.
Reporting to the Procurement Coordinator the Procurement Officer shall be responsible for the management and processing of procurement documents to ensure that procurement is executed with respect to procurement best practices and at the lowest cost to PSI Malawi. Specifically, he/she will be required to perform the following duties and responsibilities.

- Receive purchase requests from internal customers
- Review purchase requisitions and identify sources of supply
- Identify suppliers to fill requisitions following approved supplier management policies.
- Modify Order/ Contracts in the QBE after approval.
- Work with Warehouse to ensure safe delivery and receipt of ordered materials.
- Use standardized contracts with suppliers
- Lead fact-based negotiations with suppliers.
- Consolidate documents for example invoices, after action report, GRN to finance for payment
- Maintain a good level of public relations with outside suppliers as well as a strong partnership with internal users
- Prepare and manage contractors’ contracts and prepare their monthly payments
- Identify alternative supply sources for materials/services not under contract
- Manage day-to-day supplier relationships for assigned commodities
- Provide historical spend utilization and compliance data to strategic sourcing initiatives as needed
- Scan and attach documents in QBE
- Participate in the recruitment of independent contractors
- Screen every transaction and make sure that timely bridgers are attached
- Fill procurement documents
- Update procurement tracker daily
- Work with contract owner to monitor and maintain contract utilization and information
Qualifications, knowledge, abilities and skills
- The applicant must have Diploma in purchasing and supply, business administration, and or accounting with 3 years’ experience.
- Must be a registered member of Malawi Institute of Procurement and Supply.
- Must possess excellent communication skills
- Must be literate with QBE and Microsoft excel computer skills
- Must demonstrate a thorough understanding of Malawi Public Procurement Act and Regulations
- Must have practical experience in procurement management
- Must understand the environment of the cooperating partners, health public sector, NGO and private sector
