TERMS OF REFERENCE FOR ASSESSMENT OF LEVEL OF WOMEN COUNCILORS INVOLVEMENT TO INFLEUNECE GENDER RESPONSIVE BUDGETING AT THE LOCAL LEVEL.

 

Title of Assignment

A study to examine the level of involvement of women councillors to influence Gender Responsive Budgeting at the local level
Location Study will target the following local councils: Ntchisi, Dowa, Balaka, Mulanje, Blantyre, Lilongwe and Phalombe

Planned Start and End Date From: 3rd August, 2022. To:  25th August 2022.   

 

Introduction and Background.

The Malawi Local Government Association (MALGA) is an association of local government authorities in Malawi that brings together all Local Government Authorities (LGAs). MALGA works to build viable, credible, inclusive and sustainable LGAs in Malawi as vehicles of entrenching decentralization and sustainable local development. MALGA consolidates local governments’ voice to influence policy and promote collective action in engaging central government for an improved, sustainable and effective operating environment of local governments. MALGA has four programming areas namely; Local Governance and Decentralization; Partnerships and Institutional Strengthening; Climatic, Social and Economic Justice; and Gender and Healthy Citizens. The Women Councillors Caucus was established under the framework of the Gender and Healthy Citizens programming in 2015.

The Caucus was formed to act as a vehicle of capacitating and empowering women councilors to contribute to ending inequality, gender based violence and promote the rights of women and girls at the local level. In addition, the caucus was formed to provide a forum for interaction among women councilors to share knowledge, networking and jointly advocate for issues affecting women and girls at the local level. It is against this background that MALGA in collaboration with Oxfam, UN Women and other partners has been implementing capacity building interventions for women councillors. The specific objective of these interventions is to enhance the capacity of women councillors as active advocates for gender equality and to effectively participate in the local governance, articulate their perspective and influence decisions in their councils and wards.

It is against the foregoing that MALGA in partnership with Oxfam, intends to commission a study to assess the extent to which the women councillors are able to influence gender responsiveness on council budgeting and development planning processes at the local level. The outcomes of this study will assist MALGA and other relevant partners to come with appropriate interventions and mechanisms to support women councillors and councils to implement gender responsive budgeting at the local level.

Objectives of the Assignment.

The overall objective of this assignment is to assess the level of involvement of women councilors to influence Gender Responsive Budgeting (GRB) at the local level. Specifically, the study will achieve the following objectives:

  1. To assess the relevance, effectiveness and gaps of capacity building interventions on gender responsive budgeting for women councillors;
  2. To evaluate the extent to which the women councilors are able to influence gender responsive budgeting and development planning processes at the local level; and
  3. To assess the level of responsiveness and support of key directorates of the Local Government Authorities (LGAs) towards gender responsive budgeting and development planning at the local level.

Expected outcomes.

  1. A study report highlighting the key findings and recommendations to inform the next gender programming agreement between MALGA and Oxfam produced and disseminated.

Expected Deliverables.

In line with the scope of work described above, the consultant will be expected to perform the following activities and deliverables as per the schedule and estimated dates below:

However, as the actual starting date may impact the dates estimated in the TORs, a detailed work plan with exact timeframes and actual delivery dates will be jointly agreed upon between the consultant/ individual contractor and the supervisor upon contract signature.

 

Performance Indicators for Evaluation of Results.

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in TORs;
  • Compliance with the established deadlines for submission of deliverables;
  • Quality of work; and
  • Demonstration of high standards in cooperation and communication with MALGA and Oxfam.

Payment Schedule.

All payments, without exception, will be made upon certification from the supervisor of the contract, of the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice.

  12. Annexes (list of data sources including interviews, data collection tools etc.).

 

Profile of Consultant(s).

The consultant shall be an individual (s) with at least five years of demonstrated experience in management of social related surveys. Evidence of such work should be provided, with contact details for the relevant organizations.

  1. A minimum qualification of Master’s Degree in Gender Studies, Development Studies, Political Studies, Governance or any related field.
  2. Proven experience and understanding of local governance and decentralization systems in Malawi.
  • Technical knowledge, skills and expertise in gender responsive evaluation.
  1. Strong quantitative and qualitative data collection, and analysis and synthesis skills.
  2. Experience and strong facilitation skills.
  3. Previous experience of similar work is essential.
