The Programme
The Malawi Violence Against Women and Girls (VAWG) Prevention and Response Programme is funded by the UK Foreign, Commonwealth and Development Office (FCDO) and delivered by a consortium of Tetra Tech International Development (formerly Coffey International Development, and registered in Malawi as Coffey International), Social Development Direct and Plan International. The programme runs from November 2018 to January 2025, split into an initial inception period (November 2018 to March 2019), and then a two phase implementation period. The first phase of implementation (from April 2019 to November 2022) will see the programme test intervention pilots for potential scale-up in Phase 2.
The Programme’s objective is to reduce the prevalence of violence against women and girls and improve the justice system for women and girls living with violence in Malawi. It will do this by achieving the following Outcomes:
- Formal and informal justice services are accessible, responsive and accountable to women and children’s needs;
- People in target areas are less tolerant of violence and are more supportive of survivors;
- Individuals and local institutions use non-violent means to settle disputes and avoid harmful practices.
The programme will achieve these outcomes working through the following Outputs:
- Output 1: Formal and informal justice services handle VAWG cases in line with protocols and laws;
- Output 2: Men and women duty bearers have the knowledge, skills and attitudes to prevent and respond to VAWG;
- Output 3: Local level mechanisms in place in target areas to support VAWG survivors to access justice and related support services;
- Output 4: Men and women, boys and girls have the knowledge, skills and attitudes to prevent and respond to VAWG;
- Output 5: Improved evidence and communications on what works to prevent and respond to VAWG in Malawi.
Across all outputs, the programme will ensure adherence to the principles of gender transformation, engaging men and boys, ensuring no-one is left behind and sustainability. Programme implementation is guided by the principles and approach of problem-driven iterative adaptation (PDIA). The programme will ensure interventions are guided by the operating environment, and that the programme adapts as the context changes or learning produces evidence to guide a more effective response. Taking a politically savvy and contextually aware approach will be critical to this.
The programme will work at the national level in Malawi, and the district level in, initially, three districts: Lilongwe (urban and peri urban), Karonga and Mangochi, in 12 targeted Traditional Authorities (4 Traditional Authorities per district). Based on learnings in Phase One, the programme will likely scale up to other districts and areas in Phase Two.
The Position
The Grants Officer supports the Programme’s fund management and disbursement process for partner activities.
Specific Responsibilities
- Responsible for developing and implementation of robust fund management processes, operating under the direction and guidance of the Deputy Team Leader, and working alongside the Programme Manager and Finance and Operations Manager).
- Responsible for facilitating expenditure for direct-delivery grant partners and for facilitating acquittals on expenditure on partner budgets. Acquittals are to be carried out in a timely manner in line with the programme’s agreed timeframes, under the direct supervision of the Finance and Operations Manager
- Submitting a monthly progress report on partner expenditure and acquittals to the leadership team for review and following up on any necessary actions within a timeframe communicated by the leadership team
- Supports Programme Manager and Finance and Operations Manager to facilitate transparent and accountable delivery of Strategic Opportunities Fund (SOF), Survivors Support Fund (SSF) and SASA! Together interventions through implementing partners.
- Works closely with the Plan International Grants Officer to facilitate transparent delivery of the Champions of Change intervention through implementing partners
- Supports the Technical Leads in development of implementing partner budgets and payment schedules.
- Supports financial due diligence of implementing partners, under the guidance of the Finance and Operations Manager.
- Reviews partners’ financial reporting and builds capacity of implementing partners to ensure robust financial systems. This will be quality assured by the Finance and Operations Manager
- Monitor grants for legal, financial, and programme compliance
- Generate reports and data analysis on grant management for programme and finance team or partners
- Problem-solve complex grant scenarios in consultation with management
- Work with finance to generate reporting required for compliance and financial statement audits
- Work with Programme Manager and Finance and Operations Manager to ensure accurate and adequate paper and electronic document retention.
- Raises risks around grants, including fiduciary risks, to the Programme Manager and Finance and Operations Manager.
General Responsibilities
- Adhere to Tetra Tech’s Code of Conduct, and all Tetra Tech policies, including Bribery, Corruption and Whistleblowing, and Safeguarding.
- Adhere to Tetra Tech’s Duty of Care processes and follow all duty of care related advice from Tetra Tech Project Management, and Coffey Head of Risk and Security.
- Submit timesheets on a weekly basis in line with work undertaken.
- Follow programme processes, including financial and human resources processes, as articulated in the Programme Operations Manual.
- Support programme reporting as requested by the Programme Leadership (Programme Director, Programme Manager, Team Leader or Deputy Team Leader).
- Submit any technical outputs for review by the Programme Leadership before client submission, in accordance with Tetra Tech’s quality assurance procedures.
- Carry out all other reasonable duties that are necessary to deliver the project on time and in accordance with client expectations, and as requested by the Programme Director, Team Leader, Deputy Team Leader or Programme Manager,.
- Submit all technical outputs for peer review prior to client submission
Salary: Between MK 25,000,000 and MK 28,000,000
The Person
Required experience / qualifications:
- A Degree in Finance or related Field with 5 years of experience, Master’s Degree in a relevant field an added advantage
- Grant management experience, particularly with large scale projects, previous experience with FCDO (formerly DFID) projects/Programmes an added advantage
- Data management experience, familiarity with data systems and business processes
- Financial or business analysis skills
- Well-developed facilitation and adult teaching skills
- Good verbal and written communication skills
- Proficiency in Microsoft Office Suite, especially with Excel
- Experience with complex database systems, experience with grants management software preferred
- Ability to multitask and work independently and collaboratively to meet weekly, monthly, and quarterly deadlines
- Extremely high level of integrity, and commitment to women’s rights and tackling violence against women and girls
