Overview:
IBTCI is seeking an experienced Intermediate Evaluator for an upcoming Long-Term Agreement for the provision of Centralized Evaluation Services for the World Food Programme (WFP). The ideal candidate will contribute technical expertise and applied research skills to evaluation teams in humanitarian and development programming in the thematic field of expertise, across different regions and contexts (humanitarian and development).
THIS POSITION IS CONTINGENT UPON AWARD.
Essential Duties/Tasks and Responsibilities:
- Conduct field research and stakeholder interviews.
- Support data collection, analysis, and drafting of evaluation sections.
- Provide subject-matter expertise in relevant thematic areas which are listed in the minimum requirement section.
Minimum Requirements:
- 6–11 years’ evaluation experience in UN or multilateral settings
- Proven record in at least 5 relevant thematic areas: Crisis response and humanitarian assistance Food security and nutrition, School-based programmes, Smallholder agricultural market support, Resilience-building and climate adaptation, Social protection, Supply chain and logistics Common services including aviation, shipping, fleet management, Capacity strengthening, Gender equality and the empowerment of women, Accountability to affected populations (AAP) and protection, Humanitarian-Development-Peace Nexus, Humanitarian Principles and Conflict Sensitivity, Institutional analysis and workforce management, Risk management and mitigation, Advocacy and humanitarian diplomacy, Emergency needs assessment, Exiting emergencies
- Experience working across diverse global regions in humanitarian and development contexts. Region’s experience must be in at least one of the following:
- Asia and the Pacific
- Middle East, Northern Africa, and Eastern Europe;
- Western and Central Africa;
- Eastern and Southern Africa;
- Latin America and the Caribbean
- Working Proficiency in English (required), French, and Spanish preferred, and least one additional language to the selected relevant region (i.e. Arabic, Portuguese, Etc) highly desired.
Preferred Knowledge, Skills and Abilities:
- Familiarity with WFP and UN programmatic frameworks.
- Strong analytical and drafting skills.
- Capacity to adapt methodologies to fragile or emergency contexts.
- Partnerships (consortia or other formal arrangements) with national/regional evaluation firms in countries where WFP operates.
- Experience in conducting evaluations in difficult/hazardous field locations.
- Professional experience in WFP’s Country Strategic Plan Evaluations And Corporate Emergency Evaluations
Working Environment:
Remote with international travel up to 25%, including to field and hard-to-reach locations.
Work Authorization:
Must be authorized to work in the consultant’s country of residence. IBTCI does not sponsor visas for consultants.
